Is there a way to do a query to produce a list of incomplete notes by provider or hygienist? I couldn't find one and not sure if this is possible

We have the incomplete notes report built in to the system.
Go to Reports>Daily>Incomplete Procedure Notes
For record, an incomplete procedure note is a note with quotation marks and no entry in between them, which looks like: ""
To make this note complete, either add text in between the marks or remove them.

I know this, but I am looking for a way to search for incomplete notes by provider. So I can hand a report to a specific provider to go finish his notes, instead of printing a list of everyone's incomplete notes. The report does not allow to specify by provider
