Fluoride to age 19

In the insurance plan definition window you can enter the age limit for fluoride to whatever age the plan says, but when I do that, it automatically enters a limit for the code for adult fluoride (1204). Shouldn't it be a limit in the age for child fluoride (1203)? The plans we see here usually limit child fluoride to age 18 or 19, and usuallly don't cover adult fluoride. The few plans that do cover 1204 don't place any limits on the age for that procedure.
