Billing List includes zero balances

I thought it was just an aboration, but no.
Creating a billing list now includes accounts with a zero balance.
Why?
I'm using v.6.5.8

version 6.5.11 includes zero balance accounts as well when creating billing statements.

I'm guessing that we'll need to get a copy of your database.

It appears that the Billing Module has been modified.
There is now an option to exclude balances less than _________ from the list.
Once the blank is filled in, the zero balances are no longer present.

They might have balances of less than a penny so it looks like it's zero. The database sometimes has a hard time rounding internally to 2 digits.
