AFLAC insurance is supplemental

I have always sent in AFLAC as secondary insurance. However; I had Cigna Healthcare insurance tell me that they needed an EOB from the Primary insurance (Birthday Rule) I finally have this information straightened out with them. They told me not to include AFLAC on the claim form. AFLAC is always supplemental. My question is how do I send in a claim to the Primary insurance and not have AFLAC listed on the claim as secondary insurance and still have the AFLAC information available to send in separately?
