Two New API Permissions

Two new API Permissions have been added.
The first is called Payments and is required to use the existing Payments POST method. The second is PayPlans and is required to use the existing PayPlans POST method. Both of these methods were previously under the AllOthers permission, but have been changed as of version 21.3.21.
