I am not finding "Language Translation" under Tools. I have Spanish installed in regional settings.

What am I missing?

I am using PD 6.5.22.0

I just tested it and it works fine for me. In control panel, Regional and Language Settings, make sure you're in the Format tab, not the Location tab.
