Moving items up/down in treatment plan

In the treatment plan module version 5.6.7:
For insurance estimate/patient copay to show up correctly, RCT should show up first, then Build Up, then Crown (annual max is reached at that point). However 5.6.7 shows Crown first, then BU then RCT. Annual max is reached at RCT, which shouldn't be the case since we do RCT first. I can move items up/down by priorities but it gets messy with the Subtotal lines. As of right now it seems the treatment plan is sorted by tooth #, then by procedure code. How can I move items up/down so as to prevent annual max reaching at the wrong procedure? Thanks

It's purely by priority number. Just turn off subtotals.
