Problems with sigplusnet.dll

There are a few patients who's accounts I can't access due to an issue with sigplusnet.dll, when I double click the account it raises an error that follows. Sigplusnet.dll is in the folder and I have tried replacing it and I still get the error. Anyone have any ideas?

Make sure that .NET 3.5 is installed. I forget the other specific requirements it has off the top of my head but I remember that the .NET framework tends to solve the sigplusnet.dll exceptions. The dll we use has an explicit requirement of the 3.5 framework. Sometimes you have to uninstall them and re-install them.
The best thing about a boolean is even if you are wrong, you are only off by a bit.
