Attaching an attachment to every email

I want to set up an email template, with an attachment already on it (its a pdf of a step by step method of doing a google review on me)

Problem is, when i set up a template, and then want to attach, i need to then point it and do half a dozen clicks, before i can find the attachment

Is it possible to change the template, so that we can add an attachment to it while we are typing up the text?
