I enabled this new security setting for a group of users that I wanted to be able to edit the Auto notes. But when they try they get a message about not being authorized for setup. Do they still need access to all the setup functions? If so, what is this security permission for? Just quick paste notes?

They would need the top most "Setup" enabled. You can disable everything else except Auto/Quick Note Edit if you would like.

Yes, I would like to disable everything in setup except the Auto/Quick Note edit. How do I do that?You can disable everything else except Auto/Quick Note Edit if you would like.

Check 'setup' at the top, uncheck everything else except for the auto/quick note edit.

What I meant is that I don't want them to have access to the entire Setup menu - only the Auto/Quick Note Edit. I guess there isn't a way to accomplish this.
The security settings are inconsistent which makes it very confusing. For example, you can give someone access to 'Schedules - Practice and Provier' without having to give them access to Setup. But you can't do the same with the Auto/Quick Note Edit. They are both at the same level of the security tree and under the same Setup menu, so this doesn't make sense.
